From about 508 BCE, the adult male citizens of Athens met in an assembly and decided their city's affairs by voting. In the same age, some Greeks began to look for answers by asking questions and giving reasons. Both were beginnings, not finished things: most people in Athens could not vote, and other peoples also made decisions together.

Reading · 英文閱讀
In Lesson 4, rulers and officials organized the first cities. Around 500 BCE, in a small Greek city-state called Athens, people tried something different. In about 508 BCE, a leader named Cleisthenes reorganized the citizens into ten new tribes and a Council of 500, chosen from all over Attica, the land around the city. From then on, the citizens themselves decided many of the city's affairs.
They decided in the Assembly. Three or four times a month, citizens climbed a hill called the Pnyx, listened to speeches from a stone platform, and voted, usually by raising their hands. Any citizen could stand up and speak, for or against a proposal; proposals came first from the Council of 500. The Greeks called this kind of government dēmokratia, “rule by the people.” Many officials were not elected but chosen by lot, so that ordinary citizens took turns holding office.
But who were “the people”? Only adult men whose parents were citizens. Women could not vote. Neither could metics, the free foreigners who lived and worked in Athens, nor the many enslaved people. By one scholar's estimate for the 300s BCE, about 30,000 citizen men lived among roughly 230,000 other people. And the earliest meeting place on the Pnyx that archaeologists can measure held only about 6,000 at a time.
Athenian democracy also had unusual tools. Once a year, the citizens could vote to send away one powerful man for ten years. Each voter scratched a name on a broken piece of pottery called an ostrakon, which is where the word “ostracism” comes from. Archaeologists have found thousands of these ostraka. Democracy did not always last, either: in 411 and again in 404 BCE, small groups seized power for a time, before the citizens restored it.
In the same age, some Greeks began to explain the world with reasons instead of only with stories. Thales is said to have predicted an eclipse in 585 BCE. In Athens, Socrates questioned people about justice and goodness, and he was put on trial and sentenced to death by a jury of citizens in 399 BCE. He wrote nothing himself; we know him mostly from his student Plato.
Greece was not the only place where new ideas were growing. Confucius taught in China, the Buddha taught in India, and the Persian Empire ruled lands from Egypt to Central Asia. Other peoples also made decisions together: a Buddhist text praises the Vajjis of India for meeting frequently and holding many meetings. What Athens started was one beginning among several, and later peoples, including many today, have argued about what it means.

Once a year the Athenians could vote to send one powerful man away from the city for ten years. Each voter scratched a name on a broken piece of pottery, an ostrakon. Ancient writers describe the rule about 6,000 votes in two different ways. Drag the bars to change how many ostraka carry each name. The numbers here are made up; the names are real men who were ostracized between about 488 and 471 BCE.
