Meet the peoples on a map of names, not borders, and slide through the years to watch the government’s official list grow from nine to sixteen, and then take in the Siraya under a new law in 2026. Read each people’s own account of where it came from, and follow the Austronesian languages from Taiwan across two oceans.

Taiwan’s Indigenous peoples are many peoples, with many languages and their own accounts of where they came from. The government’s official list has grown over time as peoples asked to be recognized by their own names; the peoples were here long before the list. Their languages belong to the Austronesian family, and many scholars place its homeland in Taiwan, though not all of the evidence agrees.

Each name sits near where that people mainly lives, according to the Council of Indigenous Peoples (for the Siraya, the Tainan City Government). Drag the slider, or press a year, to see who was on the government’s official list at that time. Names not yet on the list fade but never disappear. Tap a name to read its card, including the people’s own account of where it came from.

Each name is placed near where the Council of Indigenous Peoples says the people mainly lives. The names are not borders, and many people from every group now live in cities all over Taiwan. Population figures are the Council’s for July 2026 (the Ministry of the Interior’s count for the same month is the same total); the Siraya have no figure yet. The nine peoples on the list before 2001 are shown from 2000, because no official page we could find gives the year the first list was made.

Reading ·
How many Indigenous peoples are there in Taiwan? The answer depends on when you ask. In 2000, the government’s official list had nine peoples. By 2014 it had sixteen. In 2026 the Siraya were approved under a new law for the Pingpu peoples. The peoples themselves did not suddenly appear. They had been here all along, and many of them had to work for years to be recognized by the names they call themselves. So a list made by a government is one kind of record, and like every record, it has a date.
In July 2026 the Ministry of the Interior counted 638,466 Indigenous people in Taiwan, about 2.75 percent of the population. Of these, 7,727 had not yet registered with a particular people. The Amis are the largest people, with more than 238,000 members; the Kanakanavu are among the smallest, with about 500. The Council of Indigenous Peoples counts 42 varieties of Indigenous languages spoken by the sixteen peoples recognized before 2026. Since 2017, the law has called Indigenous languages national languages of Taiwan.
Each people has its own account of where it came from. One Bunun account tells of a gourd that fell from the sky and split open, and a man and a woman walked out. The Atayal tell of a great rock that burst apart. The Cou say the god Hamo made them from maple leaves, and that they later moved from Yushan to where they live now. The Kavalan say their ancestors came from islands to the south. Lesson 1 called these words passed down by mouth. They are evidence of another kind: they tell us how a people understands itself, and they deserve the same respect as any other source.
Names matter, too. In the 1992 constitutional amendments, the government still used the word shanbao, meaning “mountain compatriots.” In 1994 the amendments changed it to yuanzhumin, “original inhabitants,” and in 1997 to yuanzhuminzu, “Indigenous peoples,” a word that recognizes them as peoples. Some names were given by outsiders. The name Yami was first used by a Japanese anthropologist in the late 19th century; some people on Orchid Island also use Tao, which means “person” in their language.
The list keeps changing. In 2001 the Thao were recognized as the tenth people. In 2022 Taiwan’s Constitutional Court ruled that the Indigenous peoples protected by the Constitution include all the Austronesian peoples that already existed in Taiwan, and so the Pingpu peoples as well. A law on the status of the Pingpu peoples followed in 2025, and in July 2026 the Siraya became the first people approved under it. In October 2025 the Council said that nine Pingpu peoples had applied, including the Siraya. Those cases were at different stages.
Taiwan’s Indigenous languages belong to a large family called Austronesian. Encyclopaedia Britannica counts about 1,200 Austronesian languages, spoken from Madagascar, off Africa, to Easter Island in the eastern Pacific. Many linguists think the family began in Taiwan. A 2009 study of language trees placed its origin here about 5,230 years ago. Others have argued that the ancestors of the Polynesians came from farther south, and a 2014 study notes that the genetic evidence is “more controversial” than the evidence from languages. This series sets these views side by side.

This series normally stops in 1996. Lesson 3 goes further on purpose: the official list of peoples changed in 2001, 2002, 2004, 2007, 2008, 2014, and 2026, and a lesson that stopped in 1996 would give a number that is no longer true.

A 2010 page of the Council of Indigenous Peoples says plainly that Taiwan is the common origin of the Austronesian languages 5,000 years ago; a 2003 newsletter of the National Museum of Prehistory lays out several competing models and ends by saying a final answer is still to come. Notice also that each people has its own account of where it came from (see the cards on the map). Those accounts answer a different question, and this lesson does not test them against the scientific studies.

The Council counts language varieties within each recognized people (its 2024 plan gives 42); Britannica counts languages, including ones no longer spoken. Britannica lists Siraya among the languages no longer spoken, while the Tainan City Government describes classes and books to revive it. Telling a language from a dialect is itself a choice that linguists make in different ways.

Pingpu, “of the plains,” is a name for a group of peoples, each with its own name, such as the Siraya. In 2022 the Constitutional Court ruled that they, too, are among the Indigenous peoples the Constitution protects. A law followed in 2025, and in July 2026 the Siraya of Tainan became the first people approved under it; the Council’s pages give both July 30 and July 31 for the approval.
