Will the Sun Rise Tomorrow?
Hume’s problem of induction: why no amount of past experience can prove anything about the future, and why we go on trusting it all the same.
Every belief about what we have not observed rests on the assumption that nature will go on as before. That assumption cannot be proved by logic and cannot be proved by experience without circularity.

Will the Sun Rise Tomorrow?
01The safest bet in the world 世界上最穩的賭注
Nothing seems more certain than that the sun will rise tomorrow. Ask how you know it, and the first answer is that it always has. Ask why that is a reason, and the answer is that things which have always happened go on happening. Ask how you know that, and the honest reply is that it has always been so in the past. At this point the same reason has been given twice. David Hume noticed the repetition in the 1730s, when he was in his twenties, and nobody has found a way out of it that everyone accepts.
02Two kinds of truth
Hume begins by sorting everything we can know into two kinds. Relations of ideas are truths such as “three times five is equal to the half of thirty.” They can be established by thinking alone, and to deny one is to contradict oneself. Matters of fact are truths such as “the sun is shining.” They can be learned only from experience, and the denial of any of them is perfectly conceivable. His example has become famous: “That the sun will not rise to-morrow is no less intelligible a proposition, and implies no more contradiction than the affirmation, that it will rise.” So no matter of fact can be proved by pure reasoning. If we know the sun will rise, we know it from experience.
03What we see when one ball hits another
Experience tells us directly only about what we are now perceiving or remember. To get beyond that, to the fire in the next room or the eclipse next year, we reason from cause to effect. Hume therefore asks what we observe when we observe one thing causing another. One billiard ball rolls toward a second; they touch; the second moves. We see the first motion, the contact, and the second motion. We do not see any power in the first ball that forces the second to move. A person who had never seen bodies collide could not tell, from looking at the first ball, what would happen. What experience adds is repetition: events of the first kind have always been followed by events of the second. He calls this constant conjunction. The idea that the effect must follow is something we supply ourselves.
04The circle
Now the problem can be stated exactly. All our conclusions from experience take the form: such things have always gone together, so they will go together again. That step is valid only with an extra premise, that the future will resemble the past. How might the premise be established? It is not a relation of ideas, since a change in the course of nature is conceivable. It must then be a matter of fact, known from experience. But “all inferences from experience suppose, as their foundation, that the future will resemble the past.” To argue that nature will be uniform because it has been uniform so far is to use the principle in order to prove the principle. In Hume’s words, it “is begging the question.”
Notice what the argument does and does not claim. Hume does not say that the sun will fail to rise, or that expecting it is foolish. He says that the expectation is not produced by any argument, because no good argument for it exists.
If reasoning does not produce our expectations, what does? Hume’s answer is habit. After seeing two kinds of event joined many times, the mind passes from one to the other automatically, and feels that passage as necessity. “Custom, then, is the great guide of human life. It is that principle alone which renders our experience useful to us.” Infants and animals learn from experience in just this way, and nobody supposes that they do it by constructing arguments. Hume calls this a skeptical solution, because it explains why we believe and leaves the question of justification where it was. He was content with that. Nature, he observed, has not left so important a matter to our fallible reasoning.
06The chicken and the hare
Bertrand Russell gave the problem its most memorable form. A chicken is fed by the farmer every morning of its life and comes to expect its food when he appears. “The man who has fed the chicken every day throughout its life at last wrings its neck instead, showing that more refined views as to the uniformity of nature would have been useful to the chicken.” The chicken’s reasoning was the same as ours about the sunrise. Europeans were in a similar position with “all swans are white,” on the evidence of every swan anyone had seen, until black swans were found in Australia in 1697.
Chinese tradition supplies a pair of stories that mark the two ways of going wrong. In the Han Feizi a farmer sees a hare run into a tree stump and break its neck, and he puts down his plow and waits by the stump for another (守株待兔). He has generalized from a single case. In the Liezi a man of Qi cannot eat or sleep for fear that the sky will fall He refuses to rely on any regularity at all. Everyone agrees that good sense lies somewhere between the two. Hume’s point is that we cannot prove where.
07Four replies
Hume’s problem has been called the scandal of philosophy, and the attempts to answer it fall into four groups. Kant held that causality is not learned from experience at all. It is a form the mind imposes, a condition of having any ordered experience, and so it is guaranteed to hold of whatever we can experience. Karl Popper accepted Hume’s argument and concluded that science does not use induction. Scientists make bold guesses and try to refute them, and a theory that survives is never thereby shown to be true or even probable. Hans Reichenbach offered a practical defense. We cannot know that nature is uniform, but if it is, induction will find the pattern, and if it is not, no method will work, so we lose nothing by using it. And P. F. Strawson argued that the demand is confused. To ask whether it is reasonable to rely on induction is like asking whether the law is legal: relying on past experience is part of what “reasonable” means.
Each reply has its critics, and in 1955 Nelson Goodman made the problem harder. Call an object “grue” if it is first examined before the year 2100 and is green, or is not examined before then and is blue. Every emerald seen so far has been green, and every one has also been grue. Yet we expect future emeralds to be green and not grue. Even if induction is granted, then, something must tell us which patterns to project, and that further rule cannot come from the evidence, which fits both.
08Living with it 與它共處
What should one conclude? Not that anything goes. Hume himself drew a sober moral: “A wise man … proportions his belief to the evidence.” The lesson of the problem is that evidence comes in degrees and never amounts to proof. Scientific laws are the best-supported expectations we have, and they remain expectations. This is the second unit’s conclusion, and it matches the first. Logic could tell us that our premises conflict and could not tell us which to give up. Experience can tell us what has happened so far, and what will happen next is something we infer at our own risk. The sun will rise tomorrow. You are right to be sure of it, and you cannot say why without assuming it.

Try it: the chicken’s reasoning
Be the chicken. Each morning the farmer comes. Watch your confidence grow as the evidence piles up, and notice that the method you are using is the one you use for the sunrise. Then try to justify it.
Confidence here follows a rule of Laplace’s: after n mornings with grain and none without, expect grain tomorrow with probability (n + 1) / (n + 2). The rule itself assumes that tomorrow is drawn from the same process as the days before.
Now justify the method
Now defend the method. Why is it reasonable to expect the future to resemble the past?

Primary text · 原典
In his own words
Hume first set out the argument in his Treatise of Human Nature, which almost nobody read. The Enquiry is his second attempt, shorter and written to please.
David Hume, An Enquiry Concerning Human Understanding (1748), sections IV and V 休謨《人類理解研究》第四、五章 · in the original English (public domain)
That the sun will not rise to-morrow is no less intelligible a proposition, and implies no more contradiction than the affirmation, that it will rise. We should in vain, therefore, attempt to demonstrate its falsehood.
The test Hume applies is conceivability. If you can clearly imagine a thing, it involves no contradiction, and if it involves no contradiction, logic cannot rule it out. “Demonstrate” has its strict sense here, to prove with certainty by reasoning alone. He is not saying that there is no evidence for the sunrise. He is saying that the evidence, whatever it is, cannot be a proof.
Custom, then, is the great guide of human life. It is that principle alone which renders our experience useful to us, and makes us expect, for the future, a similar train of events with those which have appeared in the past.
“Custom” means habit, a tendency produced by repetition. The sentence is carefully balanced. It demotes our reasoning, since the guide of life turns out to be a habit, and at the same time it praises the habit, without which experience would be useless to us. Hume’s skepticism concerns the foundations of our beliefs. He never recommends giving the beliefs up.

Objections and replies
Induction obviously works. Science built on it has given us vaccines and spacecraft. A method with that record needs no further defense.
This is the most natural reply, and it is the circle again. The record shows that induction has worked. To conclude that it will go on working is an inductive inference. Hume never denied the record. What he wanted to know was what entitles us to extend it.
The problem only shows that induction is not deduction. Of course past evidence does not entail future events. Probable reasoning was never supposed to give certainty.
Hume would accept the first sentence and deny that it disposes of the difficulty. His argument applies to probability too. To say that past observations make a future event likely, we must assume that past frequencies are a guide to future ones, and that is the same principle in a weaker form.
If the argument were sound, we could never choose between a physicist and a fortune-teller. Since we plainly can, the argument must contain a mistake.
This is Moore’s move from the lesson on dreaming, applied to induction, and many philosophers think it is right. But knowing that a mistake exists is different from finding it. After nearly three centuries there is no agreement about which premise fails. That is a reason to regard the problem as deep. It is no reason to stop consulting physicists.

Dharma and the West ·
A view from the Dharma
The Buddha’s summary of causation is strikingly spare. “When this exists, that comes to be; with the arising of this, that arises. When this does not exist, that does not come to be; with the cessation of this, that ceases” (Saṃyutta Nikāya 12.61). The formula states a regular dependence between conditions and what they condition. It says nothing about a power or force that passes from one to the other. Hume, analyzing the billiard balls, found constant conjunction and no necessary connection, and a reader of the early texts may feel that the two accounts are describing the same thing. Nāgārjuna later pressed the point as hard as Hume did, arguing that the notion of a cause producing its effect by an inner power cannot be made coherent.
The traditions differ over what follows. Hume concludes that our causal beliefs rest on habit and leaves it there. Buddhist philosophers treat the regularity as discoverable and as the basis of the path: because suffering arises from conditions, it ceases when the conditions cease. They were aware of the difficulty. The Indian materialists, the Cārvākas, rejected inference altogether on the ground that no number of observed cases can establish a universal rule, which is Hume’s objection many centuries early. Dharmakīrti’s reply was that some connections are grounded in the natures of things and are not mere regularities, as smoke depends on fire by being produced from it. Whether that reply succeeds is the question of whether Hume can be answered (Dharma and the West, D4 and D13).
