An Oxford physician

Locke was born in 1632 in a Somerset village, the son of a country lawyer who fought on Parliament’s side in the English Civil War. He was ten when the war began and sixteen, a schoolboy at Westminster, when King Charles I was beheaded a short walk from his classroom. At Oxford he found the official curriculum, still the philosophy of Aristotle’s medieval followers, tedious and useless. What caught his interest was the new experimental science. He worked with the chemist Robert Boyle, read Descartes, and trained as a physician.

A patron, a plot, and exile

In 1666 a chance meeting changed his life. Lord Ashley, later Earl of Shaftesbury and one of the most powerful politicians in England, came to Oxford for his health, liked Locke, and took him into his household as physician and secretary. Two years later Locke supervised a dangerous operation to drain an abscess on Ashley’s liver, and the patient credited him with saving his life. Through Shaftesbury, Locke was drawn into the great political struggle of the age, the effort to limit the power of the crown and to keep a Catholic heir from the throne.

When that effort failed and turned to conspiracy, Shaftesbury fled abroad and died. Locke, under suspicion, followed him to the Dutch Republic in 1683 and lived there for more than five years, some of the time under a false name. He used the time to finish the book he had been drafting for nearly two decades. It had begun, he says, at a meeting of five or six friends whose discussion kept running into difficulties, until it occurred to him that before going further they ought to examine what the human understanding was and was not fitted to deal with.

Three books in one year 一年之內三本書

The revolution of 1688 put a Protestant king on the throne under conditions set by Parliament, and Locke came home in the same fleet as the new queen. Within a year he published the three works on which his fame rests: An Essay Concerning Human Understanding, which appeared under his name; and the Two Treatises of Government and A Letter Concerning Toleration, which he published anonymously and acknowledged only in his will. He was fifty-seven and had printed almost nothing before.

He spent his last years at Oates, the Essex home of Damaris Masham, a philosopher herself, where he wrote on education, money, and the Bible, served on the government’s Board of Trade, and answered his critics. He died there in 1704 while Lady Masham read the Psalms to him.

The central idea ·

Experience is the only source of ideas

Locke’s project is to trace the contents of the mind back to their origins and so to mark out the limits of what we can know. Everything the mind works with he calls an idea. Simple ideas, such as yellow, cold, or the idea of thinking, come in through sensation and reflection and cannot be invented. Complex ideas, such as gold, justice, or infinity, are made by the mind from simple ones. Where our ideas run out, so does our knowledge, and Locke is willing to say that this happens often. We do not know the real inner constitution of material things, or how matter could think, and in most of life we must be content with probability. He described himself as an under-laborer, clearing away some of the rubbish that lies in the way of knowledge, while Boyle and Newton did the building.

The same temper marks his politics. Because nobody is born with a title to rule or with knowledge of the one true religion, government has to rest on the consent of the governed, and belief cannot rightly be forced. People are by nature free and equal, and reason teaches that “no one ought to harm another in his life, health, liberty, or possessions.” A government that breaks this trust may be resisted. The men who wrote the American Declaration of Independence had read him closely.

No man’s knowledge here can go beyond his experience.
Locke, An Essay Concerning Human Understanding II.i.19
Said of our knowledge of our own minds, and often taken as the motto of empiricism.

The strongest objection ·

The veil of ideas

On Locke’s account the mind never perceives things directly. What it perceives are its own ideas, which things cause in it. He distinguished primary qualities, such as shape, size, and motion, which he thought really belong to objects, from secondary qualities, such as color, taste, and warmth, which are only powers in objects to produce certain ideas in us. The ideas of primary qualities resemble their causes, he said, and the ideas of secondary qualities do not.

George Berkeley, a generation later, asked the fatal question. If all we ever perceive is ideas, how could we check whether any of them resembles a thing outside the mind? Comparing an idea with its object would require getting outside our ideas, which Locke says we cannot do. The arguments Locke used to show that color is in the mind work just as well for shape. So his own principles either lead to skepticism about the material world or, as Berkeley preferred, to the conclusion that there is no such world apart from minds and their ideas. Empiricism, pushed consistently, undermined the common sense it had set out to defend.

The philosopher of liberty and the slave trade

Locke’s record contains a contradiction that readers should know about. The first sentence of the Two Treatises calls slavery so vile a condition that an Englishman could hardly be imagined to plead for it. Yet Locke invested in the Royal African Company, which traded in enslaved people, and as secretary to the proprietors of the Carolina colony he had a hand in a constitution that gave every free man absolute power over his slaves. Scholars disagree about how to weigh this. Some stress that he later worked to reform colonial policy. Others hold that his theory of property was shaped to fit the colonial enterprise. Either way the case is a warning that fits the subject of this series: a person can state a principle clearly and fail to see what follows from it.

Dharma and the West ·

Locke and the Buddha

Locke came closer to a Buddhist position than he could have known, on the question of what a person is. Descartes had located the self in a thinking substance. Locke argued that we have no clear idea of any such substance, and that it would make no difference to me if the substance behind my thoughts were changed every day, provided my consciousness carried on. Personal identity, he concluded, consists in continuity of consciousness, above all in memory: “as far as this consciousness can be extended backwards to any past action or thought, so far reaches the identity of that person.” The self is a relation among experiences, and no underlying thing is needed.

A Buddhist philosopher would agree with the negative half and question the positive one. That there is no soul-substance is the doctrine of anattā. But memory seems too thin a thread: I do not stop being responsible for what I have forgotten. Buddhist accounts tie the stages of a life together by causal continuity, each moment conditioning the next, of which memory is only one strand. When Derek Parfit revived Locke’s approach in the twentieth century he widened it in exactly this way, and remarked that the Buddha would have agreed (Dharma and the West, D2).
