The big idea ·

The last lesson asked how far the moral circle extends across species. This one asks how far it extends across time. The people in question do not yet exist, which makes every familiar tool of ethics behave strangely: contracts need two parties, rights need a holder, and harm needs a victim.

What Do We Owe the Future?

In September 1789 Thomas Jefferson, then in Paris, wrote to James Madison about a question that the French Revolution had put in his mind: whether one generation has the right to bind another. He thought it plain that it does not. “I set out on this ground, which I suppose to be self-evident, ‘that the earth belongs in usufruct to the living’: that the dead have neither powers nor rights over it.” A generation that left debts for the next to pay would be ruling from the grave. He proposed that every law and constitution should expire after nineteen years.

A year later Edmund Burke, writing against the same revolution, drew the opposite picture. Society is a contract, he agreed, and it is no ordinary one. It is a partnership in all science, all art, and every virtue, and since its ends cannot be reached in many generations, “it becomes a partnership not only between those who are living, but between those who are living, those who are dead, and those who are to be born.” The living are temporary possessors. They have no right to commit waste on the inheritance and leave to those who come after them “a ruin instead of an habitation.”

The two are usually set against each other, and they share more than they seem to. “Usufruct” is a term of law for the right to use a thing and enjoy its fruits without damaging the thing itself. Jefferson’s living generation may use the earth freely, and may not use it up. Both men hold that we are tenants. They differ on whether the dead may give the tenants instructions.

02Why the usual tools slip

Three features make the future a hard case. The first is that power runs one way. We can help or hurt people who will live in two hundred years, and they can do nothing for us or to us. Any theory that grounds duties in mutual advantage has nothing to hold on to. Rawls saw the difficulty and placed the parties behind his veil of ignorance without knowledge of which generation they belong to. They would then agree to save for their successors at a rate they would have wanted their predecessors to follow.

The second is that we do not know who they will be or what they will want. This is a reason for modesty about the gifts we choose for them. It does not weaken the case against leaving them poisons, since we can be confident that they will need air, water, soil, and a stable climate. The third feature is the strangest, and it was noticed only in the 1970s.

03Parfit’s puzzle

Suppose a society must choose between two energy policies. One conserves resources, and the other depletes them and gives the people of the next two centuries a slightly easier life, followed by a much worse one. Under depletion, people would hold different jobs, live in different places, and meet different partners. Within a few generations no one would be born who would have been born under the other policy, because each of us comes from a particular pair of cells joined at a particular time. Now consider the people who live badly in the third century of depletion. They cannot say that the policy made them worse off. Had the other policy been chosen, they would never have existed. If their lives are worth living, depletion harmed no one.

Derek Parfit, who set out this non-identity problem in 1984, did not conclude that depletion is acceptable. He concluded that our ordinary idea of wrongdoing, on which an act is wrong only if it is worse for someone, cannot be the whole truth. Some acts are wrong because of the kind of world they bring about, whoever lives in it. He spent years looking for the principle that would say this without leading to conclusions he found repugnant, and said that he had not found it.

04The discount rate 折現率

Governments answer the question every time they weigh a cost today against a benefit later, and they answer it with a number. Economists discount future costs and benefits at a yearly rate, for three reasons that are worth keeping apart. People in the future will probably be richer, so a dollar will mean less to them. The future is uncertain, and the benefit may never arrive. And people simply prefer goods sooner. The third reason, applied to the welfare of other people, has been attacked by economists themselves. Frank Ramsey, who founded the theory in 1928, called it ethically indefensible and said that it arose merely from the weakness of the imagination.

The number matters more than any argument in this lesson. At a rate of three percent, a harm that falls in two hundred years counts for less than one three-hundredth of the same harm today. The dispute over climate policy between the Stern Review of 2006 and its critics was in large part a dispute about this number. At the other extreme stands the view called longtermism, which gives future people the same weight as present ones. Since they may outnumber us by thousands to one, it concludes that shaping the far future is the most important thing we do. Its critics reply that a theory which lets enormous and speculative future benefits outweigh the plain needs of the living poor has gone wrong somewhere.

05Nets, axes, and two mountains

The Chinese tradition approached the matter through the family and the seasons, and came to it earlier. Mencius told a king that good government begins with restraint in taking: “If close-meshed nets are not allowed in the pools and ponds, there will be more fish and turtles than can be eaten. If axes enter the hills and forests only at the proper time, there will be more timber than can be used.” The rule concerns what a community may take if those who come after are to take as well. The motive given is care for one’s own people. Rights do not come into it.

The other side of the bargain is told in the story of the Foolish Old Man. At nearly ninety he begins to dig away the two mountains that block his door. A clever neighbor laughs at him, and he answers: “Though I die, my sons will remain. My sons will have grandsons, and the grandsons will have sons. Sons and grandsons without end, and the mountains grow no higher. Why should they not be leveled?” A person who thinks of himself as one link in a line can begin work that he will not finish and plant trees whose shade he will not sit in. On this view what we owe the future is the reverse side of what we owe the past, and both are paid in the same coin.

Primary text · 原典

In their own words

Two men of the same generation, on opposite sides of the same revolution.

Thomas Jefferson, letter to James Madison, September 6, 1789; Edmund Burke, Reflections on the Revolution in France (1790) 傑佛遜致麥迪遜的信;柏克《法國大革命反思》 · Both in the original English, public domain

I set out on this ground, which I suppose to be self-evident, ‘that the earth belongs in usufruct to the living’: that the dead have neither powers nor rights over it. The portion occupied by any individual ceases to be his when himself ceases to be, & reverts to the society. I say, the earth belongs to each of these generations during its course, fully and in its own right. The second generation receives it clear of the debts and incumbrances of the first, the third of the second, and so on. For if the first could charge it with a debt, then the earth would belong to the dead and not to the living generation.

Jefferson to Madison, Paris, September 6, 1789

Jefferson’s target was public debt and inherited privilege. Read today, the passage cuts both ways. If the first generation may not charge the earth with a debt, it may not hand on a depleted soil or a damaged climate either, since those are debts of another kind. Madison’s reply pointed out that some debts are incurred for the benefit of posterity.

It is a partnership in all science, a partnership in all art, a partnership in every virtue and in all perfection. As the ends of such a partnership cannot be obtained in many generations, it becomes a partnership not only between those who are living, but between those who are living, those who are dead, and those who are to be born. But one of the first and most leading principles on which the commonwealth and the laws are consecrated is lest the temporary possessors and life-renters in it, unmindful of what they have received from their ancestors, or of what is due to their posterity, should act as if they were the entire masters; that they should not think it amongst their rights to cut off the entail or commit waste on the inheritance, by destroying at their pleasure the whole original fabric of their society: hazarding to leave to those who come after them a ruin instead of an habitation.

Burke, Reflections on the Revolution in France

Close reading · 精讀

Burke was defending inherited institutions, and environmentalists who quote him are borrowing his words for a purpose he did not have in mind. The borrowing is fair. “Commit waste” is a legal phrase for a tenant’s damaging the property he holds, and the argument applies to forests as well as to constitutions.

Objections and replies

Objection 1 · 反駁

Future people will have technology we cannot imagine. They will solve their own problems, as every generation has.

Reply · 回應

They may. This is the “they will be richer” argument in another form, and it has the same limit. Technology replaces some things and not others, and it cannot bring back what is extinct. The argument also asks them to bear a risk that we chose for our own benefit, which we would not think fair between two people living now. Mencius’s rule about nets does not rest on any forecast. It asks only that we leave the pond able to renew itself.

Objection 2 · 反駁

There are people suffering now. To spend on the unborn while the living starve is a moral luxury.

Reply · 回應

This objection has force against the strongest forms of longtermism, and it is one reason not to set the rate at zero without thought. It has less force than it seems against ordinary duties to the future. Most of what protects the next century, such as clean air, sound soil, and schools, also helps the living poor, who suffer first from every kind of depletion. The two causes compete far less often than the objection supposes.

Objection 3 · 反駁

Nobody represents the future. A duty that no one can claim or enforce is not a real duty.

Reply · 回應

Many real duties are owed to those who cannot claim them: to infants, to animals, to the dead whose wills we honor. The absence of a claimant is a practical problem, and societies have begun to answer it. Wales has had a commissioner for future generations since 2016, and several constitutions now name them. The older answer is the one in Burke and in the Foolish Old Man: people who see themselves as part of a line do the representing themselves.

Dharma and the West ·

A view from the Dharma

Buddhism removes one of the premises that make the Western problem hard. The debate assumes that future people are strangers to us, with whom we have no dealings. On the teaching of rebirth, the beings who will inhabit the world in three hundred years include those now alive, and the state of that world is in part the ripening of what is done now. The discourse on the wheel-turning monarch tells the history of a society in this way. A king fails to provide for the poor, theft appears, then weapons, then killing and lying, and with each generation life grows shorter and coarser, until people recover by deciding to stop killing. The decline and the recovery are both the work of conduct handed down. The text presents no fate or decree behind them.

A second point of contact is Parfit himself, who thought his view of the self close to the Buddha’s and said so. If there is no deep fact that makes my future self me, and only a chain of connected states, then my concern for my own old age and my concern for people yet unborn differ in degree. They do not differ in kind. The boundary that made the future someone else’s problem grows thin. The Mahāyāna gives the practical form of this in the bodhisattva’s vow, which is taken for the sake of all beings through all future time, and in the dedication of merit at the end of every practice. Both train a person to act as the Foolish Old Man acted, for a result that he will not be present to collect (Dharma and Western Philosophy D2).

業kamma / karmaaction and its results
迴向pariṇāmanādedication of merit
菩薩願bodhisatta-paṇidhāna / bodhisattva-praṇidhānathe bodhisattva’s vow
