A century after the Master
Mencius was born about a hundred years after Confucius died, in Zou, a day’s walk from the Master’s home. Sima Qian gives him one paragraph. He studied with the followers of Zisi, the grandson of Confucius, and when he had mastered the Way he went to serve King Xuan of Qi, who could not use him, and then King Hui of Liang, who thought his advice far-fetched and remote from actual affairs. The times explain why. Qin was growing strong under the Legalist reforms of Lord Shang. The other states were hiring generals. Everyone was busy with alliances and conquest, the historian says, and Meng Ke went about expounding the virtue of the ancient sage kings. Wherever he went he did not fit.
Later tradition filled the silence about his youth with stories of his mother. She is said to have moved house three times, away from a cemetery and then from a market, until she found a home beside a school, because the boy imitated whatever he saw. When he came home early from his lessons she cut through the cloth on her loom, to show him what it is to abandon work half done. The stories were written down some three centuries after his death and cannot be checked. They made her the model of a parent in East Asia, and they fit a philosopher who taught that character is a matter of what one is given to grow in.
Speaking to kings
His book opens with an audience. King Hui of Liang greets him: “Venerable sir, you have not counted a thousand miles too far to come. You must have something that will profit my state?” Mencius replies: “Why must Your Majesty speak of profit? There is humaneness and rightness, and that is all.” If the king asks how to profit his state, his ministers will ask how to profit their houses and the people how to profit themselves, and the state will be torn apart. The exchange sets the tone for everything that follows. He lectured rulers as a tutor lectures a slow pupil. He told one that he did not love his people, another that he was leading beasts to devour men.
His political claims were the boldest of the age. “The people are the most important. The altars of soil and grain come next. The ruler is the least.” A king asked him whether it was true that the founder of the Zhou had killed his sovereign, the tyrant Zhou of Shang, and whether a subject may do such a thing. Mencius answered that one who outrages humaneness and rightness is a mere fellow. “I have heard of the punishment of the fellow Zhou. I have not heard of the killing of a ruler.” Eighteen centuries later the first Ming emperor, reading such passages, had Mencius’s tablet removed from the Confucian temple and ordered an edition with eighty-five sections cut out.
Retirement and the book
He spent some twenty years at the courts, honored and unheeded, and resigned his post in Qi when the king ignored his advice about a war. A disciple told him that outsiders all called him fond of arguing. “How should I be fond of arguing?” he said. “I have no choice.” The teachings of Yang Zhu, who would not pluck out one hair to benefit the world, and of Mozi, who would love all equally, filled the land, and if no one refuted them the way of Confucius would not be seen. He went home to Zou, and with his student Wan Zhang and others set in order the Odes and Documents and composed the seven books that bear his name.
For a thousand years the book was one Confucian text among many, and Xunzi was at least as much read. Its rise came in the Song dynasty, when Zhu Xi placed it among the Four Books that every candidate for office had to master. From then until 1905 it was memorized by every educated person in China, and Mencius was known as the Second Sage.

The central idea ·
The heart that cannot bear
Confucius had said what a good person does and left open why anyone should be able to do it. Mencius supplied the foundation. Every human being, he held, has a heart that cannot bear the suffering of others. His proof is the child at the well, and from it he draws a list of four beginnings: the feeling of compassion is the sprout of humaneness, the feeling of shame the sprout of rightness, the feeling of deference the sprout of propriety, and the sense of right and wrong the sprout of wisdom. People have these four as they have four limbs. Moral cultivation is the growth of what is already there, and it must be neither neglected nor forced. He tells of a farmer in Song who thought his grain was growing too slowly and went out and pulled up each stalk a little. He came home exhausted and pleased, and his son ran to the field and found the plants withered.
From this psychology he derives a politics. A ruler has the same heart as anyone else, and good government is that heart extended: take what you feel for your own old people and children and extend it to the old people and children of others. A government that leaves the people without a steady livelihood and then punishes them for crime is setting a trap for them. And a state so governed would be irresistible, because people everywhere would wish to live in it. He also describes what the cultivated person gains. By long accumulation of right action one develops a “flood-like energy,” vast and unyielding, that fills the space between heaven and earth. Such a person cannot be corrupted by wealth, moved by poverty, or bent by force. And he will know what to choose when the choice is hard: “Fish is what I want, and bear’s paw is also what I want. If I cannot have both, I give up the fish and take the bear’s paw. Life is what I want, and rightness is also what I want. If I cannot have both, I give up life and take rightness.”
Life is what I want, and rightness is also what I want. If I cannot have both, I give up life and take rightness.
The source of the phrase 舍生取義, which has been quoted by Chinese patriots and martyrs ever since.
The strongest objection ·
Xunzi’s reply
The sharpest critic was a fellow Confucian. Xunzi, who was born about the time Mencius died, wrote that Mencius did not understand the difference between nature and deliberate effort. What is inborn needs no learning: the eye sees and the ear hears without being taught. Courtesy and rightness have to be learned by everyone, with labor, from teachers. So they are not inborn. If people were good by nature, he adds, there would have been no need for sage kings or ritual, and the fact that every society has laws and punishments shows what its members would do without them. The passing pang at the well proves little. A feeling that leads nowhere unless it is trained is hardly the root of morality. The training is.
A second objection concerns his politics. He promised the kings that humane government would make them invincible, and the state that actually united China a few decades after his death was Qin, the harshest of them. His defenders say that the Qin empire lasted fifteen years and the dynasties built on Confucian principles lasted centuries. A third objection is about method. He argues by analogy, with water, sprouts, and mountains, and an analogy can always be met with another. Gaozi’s images were as good as his. He won the debates in his own book, which he wrote.
How we know · 史料
A book with one voice
Unlike the Analects, the Mencius reads as the work of one mind. Its passages are long, its arguments are developed, and the same images recur. Sima Qian says that Mencius composed it himself with his students after retiring, and most scholars accept that it was at least put together under his eye or soon after his death. That makes it a better witness to its author’s thought than we have for almost any other early Chinese thinker. It also means that we hear his opponents only as he reports them. Gaozi, Yang Zhu, and the followers of Mozi are given a few sentences each and are then refuted, and of Gaozi nothing survives anywhere else. For his life there is little beyond the book: the paragraph in the Records and the stories of his mother, which first appear in the Han dynasty.
Dharma and the West ·
Mencius and the Buddha
When the teaching that all beings have Buddha-nature reached China in the fifth century, Chinese readers had been prepared for it by Mencius for seven hundred years. They already believed that the capacity for sagehood is present in everyone, that it is covered over and not destroyed by bad conditions, and that cultivation uncovers what was there. The Chan saying that one should see one’s nature and become a Buddha is in a Mencian key, and so is the Sixth Patriarch’s exclamation that our own nature is “originally pure.” Some historians think that Buddha-nature thought flourished in China, and remained marginal in India, largely for this reason. The debt was repaid. The Neo-Confucians who made Mencius canonical in the Song had learned from Buddhists to speak of the mind’s original nature.
The two differ in what the inborn endowment is. For Mencius it is a set of moral feelings, and their natural growth is into the virtues of family and state. For the Buddhist it is the mind’s capacity to awaken, which is found in animals as well as people, and its fulfillment lies beyond every social role. Mencius’s extension of love moves outward by degrees, from one’s own parents to other people’s, and he attacked Mozi for loving all alike. The bodhisattva’s compassion makes no such distinction. And Mencius never doubts that there is a self to cultivate. He would have been puzzled to hear that the heart which cannot bear suffering has no owner (Dharma and the West, D25).
