What Do We Owe Strangers?
A child drowning in a shallow pond, a man who would lose a hundred million strangers more calmly than his little finger, and the Chinese philosopher who taught that we should regard other people’s families as our own.
The last lesson was about the few people we love. This one is about everyone else. Nearly all of us believe that we must help a stranger in front of us at small cost, and nearly all of us live as though the same stranger, farther off, had no claim on us at all.

What Do We Owe Strangers?
01The pond 池塘
In 1971 a young Australian philosopher at Oxford, Peter Singer, wrote an article in response to a famine in East Bengal. Its argument begins with a story. On your way to work you pass a shallow pond and see that a small child has fallen in and is about to drown. You can wade in and pull the child out. You will ruin your shoes and be late. Should you do it? Everyone answers yes, and thinks worse of anyone who would hesitate. Singer then asks what principle lies behind the answer. It seems to be this: if we can prevent something very bad from happening at a cost to ourselves that is small by comparison, we ought to do it.
Now the principle says nothing about distance. A child dying of a preventable disease in another country is as real as the child in the pond, and for the price of the shoes an aid organization can do something to prevent the death. The principle also says nothing about whether other people could help and do not. If others were standing around the pond doing nothing, you would still have to go in. So the conclusion appears to follow that spending money on things we do not need, while children die whom the money could save, is the moral equivalent of walking past the pond. Giving to relieve great suffering, which we have always called charity and praised as generous, is on this argument a plain duty, and failing to give is wrong.
02Impartial care
The Chinese philosopher Mozi had reached the same position by another road in the fifth century BCE. He asks where the disorders of the world come from, and answers that they come from people not loving one another. A son loves himself and not his father, and so injures his father for his own gain. The lord of a state loves his state and not his neighbor’s, and so attacks it. The remedy is to replace partiality with impartial care: “regard other people’s states as one regards one’s own, other people’s families as one regards one’s own, and other people’s persons as one regards one’s own.” His critics said that the idea was fine and could never be put into practice. He replied with a test. Suppose you must go to war or on a long embassy, he says, and do not know whether you will return. You have to leave your parents, wife, and children in someone’s care. Would you entrust them to a man who holds that he should care for his friend’s family as his own, or to a man who holds that this is impossible? Even those who argue against impartial care, he observes, would choose the impartial man.
03The little finger
Against Singer and Mozi stands a fact about human beings that Adam Smith described in 1759. Suppose that the great empire of China, with all its inhabitants, were swallowed by an earthquake, and consider how a humane man in Europe would take the news. He would express his sorrow and reflect on the precariousness of life. Then he would go about his business. “If he was to lose his little finger to-morrow, he would not sleep to-night; but provided he never saw them, he will snore with the most profound security over the ruin of a hundred millions of his brethren.” Smith did not approve of this. He asks at once whether the same man would sacrifice those hundred million to save his finger, and answers that human nature recoils from the thought. Something in us, which he calls conscience or the impartial spectator, knows that we are one of the multitude and no more important than any other. But the feeling does not keep pace with the knowledge.
Psychologists have since measured the gap. People give more to save one named child with a photograph than to save eight children described in numbers, and their willingness to help falls as the number of victims rises. The effect has been called psychic numbing. A remark often credited to Stalin puts it brutally: one death is a tragedy, and a million deaths are a statistic.
04Love with distinctions
Mencius attacked Mozi in the strongest terms he ever used. “Mozi’s impartial care amounts to having no father. To have no father and no ruler is to be a beast.” Behind the abuse is an argument. Moral concern, for the Confucians, has a source, and the source is the family. A child learns to love by loving the people who feed and hold him, and the feeling is then extended outward: “Treat your own elders as elders should be treated, and extend it to the elders of others.” The order is “affection for kin, humaneness toward the people, and care for creatures.” A person who claimed to feel the same for his neighbor’s father as for his own would not have reached a higher love. He would have cut the root from which any love grows. When a Mohist named Yi Zhi buried his own parents with great expense, against his school’s teaching, Mencius took it as proof that even Mohists cannot live by the doctrine.
The Confucian position is not that strangers have no claim. The king who would not extend his kindness to the people was told that he was leading beasts to devour men. It is that obligations come in degrees and that the degrees are right. Western philosophers have defended the same view under the name of special obligations. A parent who let his own child drown in order to save two strangers’ children would have done something wrong, however the numbers come out.
05How much? 多少?
Suppose one accepts that distant strangers have some claim. The hard question is where it stops. Singer’s principle has no natural stopping point. After I have given the price of the shoes there is another child, and after that another, and the argument applies each time with the same force. Followed strictly, it requires giving until one has reduced oneself to near the level of those one is helping. Singer accepts this as the truth about what morality asks, and suggests a public standard of giving a tenth or so as something people might actually do. Critics call the view too demanding. A morality that leaves no room for a person’s own projects, friendships, and family, they say, has misunderstood what a human life is.
Kant offers a middle position. Helping others in need, he holds, is a duty, since a person who willed a world in which no one helped anyone would be willing away the help he will himself one day need. But it is an imperfect duty. It commands us to make the well-being of others one of our ends and leaves to our judgment how much to do, for whom, and when. One may not do nothing. One is not required to do everything. In the last twenty years a movement called effective altruism has added a further question to Singer’s: given that one is going to give, where does a dollar do the most good? Its researchers have estimated that the best charities can save a life for a few thousand dollars. The movement has been criticized for its confidence in such calculations, and it has made the pond harder to walk past.
06Two errors
The debate can be read as a warning against two errors. One is to care only for one’s own. Mozi saw that this is the root of war and of the indifference that lets the distant starve, and Adam Smith’s sleeper is its portrait. The other is to care for humanity and for no one in particular, which Mencius thought monstrous and which often turns out, in practice, to be care for nobody. A parable from the Gospel of Luke holds the two together. A lawyer asks Jesus who counts as the neighbor he is commanded to love. Jesus tells of a traveler beaten and left by the road, passed by a priest and a Levite and helped by a Samaritan, a foreigner of a despised people. He then turns the question round. The lawyer asked whom he must treat as a neighbor. Jesus asks which of the three proved to be one. The stranger in the story is a particular man in a particular ditch, and what was owed to him was owed by whoever came near.

Mozi, “Impartial Care,” Part II; Adam Smith, The Theory of Moral Sentiments (1759), III.3 《墨子・兼愛中》;亞當・斯密《道德情操論》第三卷第三章 · Mozi translated for this series from the Chinese text; Smith in the original English (public domain)
Master Mozi said: “Regard other people’s states as one regards one’s own state. Regard other people’s families as one regards one’s own family. Regard other people’s persons as one regards one’s own person. Then the lords of states will care for one another and will not go to war. The heads of families will care for one another and will not usurp. Person and person will care for one another and will not injure.”
The word translated “care,” ài, is usually rendered “love,” and the usual English name for the doctrine is “universal love.” That is misleading. Mozi is not asking for a warm feeling toward all mankind. He is asking for a policy: in deciding what to do, give the interests of others the same weight as your own. The passage shows his method. He names a harm, traces it to partiality, and proposes the opposite. The argument is addressed to rulers, and its first aim is to stop wars. He was the first philosopher anywhere to make the benefit of all the test of right action.
If he was to lose his little finger to-morrow, he would not sleep to-night; but provided he never saw them, he will snore with the most profound security over the ruin of a hundred millions of his brethren, and the destruction of that immense multitude seems plainly an object less interesting to him, than this paultry misfortune of his own.
Smith is known as the founder of economics, and he was first a moral philosopher. The passage is often quoted as cynicism, which reverses his meaning. He states the fact about our feelings in order to ask what corrects it. His answer is that we learn to see ourselves as an impartial onlooker would, and that from that standpoint each of us “is but one of the multitude in no respect better than any other in it.” The phrase “provided he never saw them” is the hinge. It is Mencius’s observation about the ox and the sheep. (“Interesting” has its old sense, affecting one’s interests. The spelling is Smith’s.)

Objections and replies
Charity begins at home. My duties are to my family and my community, and what I give beyond that is a gift.
The first half is Mencius’s view and has much to be said for it. The second half does not follow. Mencius did not say that care ends at home. He said that it begins there and must be extended, and he thought a ruler who kept his kindness within the palace had failed. The serious version of the objection is about priority. Family comes first when the claims conflict. Most of the time they do not, and the choice is between a stranger’s need and a luxury.
The causes of poverty are political. Giving money treats symptoms and can prop up the governments that cause the harm.
This objection grants the duty and disputes the means, and Mozi would agree with it. His own remedies were political: he tried to stop wars and to make rulers govern for the people’s benefit. If changing institutions does more good than sending money, then the argument tells us to work at changing institutions. It gives no support to doing neither.
A morality that almost nobody follows cannot be the true one. Ought implies can.
“Can” is ambiguous. It is possible for almost any reader of this page to give more than he does, so the conclusion is not impossible to follow. It is hard, and unusual, and those are different things. Slavery was once universal, and those who called it wrong were told that their standard was unlivable. Still, the objection has a point for anyone trying to change conduct. A demand set so high that people give up is less useful than one they will meet. Singer has said as much, and so did Mencius about Mozi.

A view from the Dharma
The Buddha states Mozi’s conclusion and reaches it by Mencius’s route. The Discourse on Love says: “Even as a mother would protect with her life her child, her only child, so too for all creatures unfold a boundless heart,” toward beings “seen or unseen, living far or near.” The scope is everyone, with no degrees. The image, though, is the most partial love there is, and the practice that goes with it begins with what is near. In the standard method one first wishes oneself well, then a person one loves, then someone neutral, then an enemy, and only then all beings without limit. The feeling is trained outward by stages until the stages disappear.
This suggests that the quarrel between Mozi and Mencius is partly about the difference between a starting point and a goal. Mencius is right about how care grows. Mozi is right about where it should arrive. The Mahāyāna ideal of the bodhisattva takes the goal as far as it can go, to a vow to work for the liberation of all beings however long it takes. A companion page examines that ideal and asks which Western account of compassion comes nearest to it.
