What Makes Science Science?
Astronomy and astrology both study the planets, and only one is a science. Bacon’s shipwrecked sailors, Popper’s test of 1919, Wang Chong on thunder, and a number game in which most people prove their own guess and get it wrong.
We trust science with our medicines, our bridges, and our picture of the universe. We ought to be able to say what earns it that trust, and why a horoscope, which also uses observation, calculation, and long tradition, has not earned the same.

What Makes Science Science?
01The tablets in the temple
Francis Bacon, writing in 1620, told an old story. A visitor to a temple was shown the painted tablets hung there by sailors who had prayed in a storm and been saved, and was asked whether he would now admit the power of the gods. He replied: “But where are the portraits of those who have perished in spite of their vows?” Bacon drew a rule about the mind. Once it has adopted an opinion, it “forces everything else to add fresh support and confirmation,” and overlooks what tells against it. Astrology, dreams, and omens all work this way: “the deluded believers observe events which are fulfilled, but neglect and pass over their failure, though it be much more common.”
In China Wang Chong had made the same complaint fifteen hundred years earlier. People said that thunder was the anger of Heaven and that it struck down those with hidden faults. Wang asked why, in that case, we so often hear Heaven angry and so seldom hear it pleased, and why thunder that kills no one should be angry at nothing. His rule was short: “Nothing makes a matter clearer than having an effect, and nothing settles an argument like having proof.” Both men saw that the question is how a belief is tested. Where it came from, and how many people hold it, settle nothing.
02Three theories in Vienna
The usual answer in Bacon’s day and long after was that science rests on observation, and that a theory is scientific when many observations confirm it. Karl Popper came to doubt this as a young man in Vienna in 1919. Three theories excited his friends: Marx’s theory of history, Freud’s psychoanalysis, and Alfred Adler’s psychology. Their admirers were impressed by how much these theories could explain. Whatever happened seemed to confirm them. Popper noticed that a man who pushes a child into the water and a man who dies trying to save the child could each be explained equally well by Freud and by Adler. He began to think that this apparent strength was a weakness.
That same year a fourth theory was put to a test. Einstein’s general relativity predicted that light passing near the sun would be bent by a definite amount, twice what Newton’s physics allowed. The prediction could be checked only during a total eclipse, and if the stars did not appear shifted as calculated, the theory was finished. An expedition led by Arthur Eddington photographed the eclipse of May 1919 and reported the shift. What struck Popper was the risk. Einstein had said in advance what would count against him. The others had never done so.
From this Popper drew his criterion. A theory is scientific if it is falsifiable, which means that it forbids something. It names observations that, if they were made, would show it to be false. “All swans are white” is scientific in this sense, since one black swan refutes it. “Something good will happen to you this month” is not, because nothing that could happen would count against it. A theory that is compatible with every possible event tells us nothing about which events to expect. Confirmations are easy to find for almost any theory, as the tablets in the temple show. They count only when they come from a serious attempt to prove the theory wrong.
The criterion carries a view of how knowledge grows. Scientists do not collect facts until a law emerges. They make bold guesses and try to knock them down, and what survives is kept for now. No amount of testing proves a theory true. Newton’s mechanics passed every test for two centuries and was then found to be an approximation. Science earns its authority through a method that exposes its errors, and a community that is rewarded for finding them. It does not claim certainty.
04Where the line blurs
Critics soon showed that the line is harder to draw than Popper hoped. A theory never faces a test alone. To predict where a planet will be seen, an astronomer needs the theory, and also assumptions about his telescope, the atmosphere, and the other bodies nearby. When a prediction fails, logic does not say which of these is at fault. In the 1840s Uranus was not where Newton’s laws said it should be. Astronomers did not give up Newton. They supposed an unseen planet, calculated its position, and found Neptune. When Mercury misbehaved in the same way they supposed another planet, named it Vulcan, and never found it. That anomaly was explained only by Einstein. The same move was a triumph once and a mistake once, and no rule could have told them apart in advance.
Imre Lakatos concluded that single theories are the wrong unit. What should be judged is a research program over time. A healthy one keeps predicting new facts, and a degenerating one only patches itself after each failure. On this measure astrology fails. Parts of it can be tested, and controlled tests have gone against it. Its real fault is that in two thousand years it has explained nothing new, and its practitioners have shown little interest in the failures. In 1983 Larry Laudan argued that no single criterion separates science from the rest and that the search should be dropped. Most philosophers now treat “scientific” as a matter of degree and of several marks together: testable claims, attention to failures, openness to criticism, and progress.
05What remains of Popper
Popper’s criterion did not survive as a definition. It survives as a question that anyone can put to a claim, and to himself: what would show that this is wrong? A person who cannot answer, or who answers “nothing,” is holding the belief in a way that learns nothing from the world. Asking for confirmations is what the mind does by nature, as Bacon said. Looking for the drowned sailors has to be learned.

In their own words
The first clear description of what is now called confirmation bias, and a Han dynasty skeptic applying the same thought to thunder. Popper’s own books are in copyright and are only paraphrased in this lesson.
Francis Bacon, Novum Organum (1620), Book I, aphorism 46; Wang Chong, Lunheng, “Thunder Is Not Heaven’s Anger” and “Simple Funerals” 培根《新工具》卷一第四十六條;王充《論衡・雷虛》與〈薄葬〉 · Bacon in the nineteenth-century English translation edited by Joseph Devey (public domain); Wang Chong translated for this series
The human understanding, when any proposition has been once laid down (either from general admission and belief, or from the pleasure it affords), forces everything else to add fresh support and confirmation; and although most cogent and abundant instances may exist to the contrary, yet either does not observe or despises them, or gets rid of and rejects them by some distinction, with violent and injurious prejudice, rather than sacrifice the authority of its first conclusions. […] It is the peculiar and perpetual error of the human understanding to be more moved and excited by affirmatives than negatives, whereas it ought duly and regularly to be impartial; nay, in establishing any true axiom the negative instance is the most powerful.
The last clause is Popper’s doctrine in one line, three centuries early. Bacon did not draw Popper’s conclusion. He thought that a careful enough method of gathering instances would lead to certain knowledge.
In the height of summer, thunder and lightning strike fast. They split trees and wreck houses, and sometimes they kill people. Common opinion holds that the rumbling is the sound of Heaven’s anger, like a man’s angry breath. No one, foolish or wise, says otherwise. […] We hear constantly of Heaven’s anger and seldom of Heaven’s joy. We see constantly Heaven’s punishments and seldom Heaven’s rewards. Is Heaven then always angry and never glad, eager to punish and sparing of reward? Why should anger and punishment have their effect, while joy and reward leave no trace? Nothing makes a matter clearer than having an effect, and nothing settles an argument like having proof.
Wang Chong (27–c. 97 CE) wrote the Lunheng, “Balanced Discourses,” to weigh the beliefs of his day one by one. His question about Heaven’s joy is Bacon’s question about the drowned sailors. A theory that counts only the cases that fit it has not been tested.

Objections and replies
If no theory is ever proved, then science is just another set of opinions, and I may believe what I like.
The conclusion does not follow. A theory that has been exposed to every test its critics could devise for a century, and has survived, is in a different position from one that has never risked anything. We cannot call it certain, and we have good reason to rely on it. Engineers do not doubt the theory of elasticity because proofs are unavailable. To say that all knowledge is fallible is not to say that all opinions are equal.
Chinese medicine, or any old tradition, has worked for thousands of years. That is all the testing it needs.
Long use is evidence of something, and it should not be waved away. It is weaker than it looks, for the reason Bacon gave: cures are remembered and failures are buried. Many people recover whatever is done. Bloodletting was practiced in Europe for two thousand years on the same grounds. The honest position is that a traditional practice is a source of hypotheses, some of them very good. The antimalarial drug artemisinin came from a fourth-century Chinese text, and it became medicine by passing controlled tests. A tradition that welcomes such tests is behaving scientifically, and one that refuses them is not, whatever its age.
Falsifiability is itself not falsifiable. By its own standard it is not science.
Popper agreed, and saw no difficulty. The criterion is a proposal about how to use the word “science” and about what method to adopt. It is philosophy, and he never claimed that only science has meaning. That was the view of the logical positivists, which he rejected. A proposal is judged by its results: whether adopting it helps us to tell good inquiry from bad. On that test it has done well without being perfect.

Dharma and the West ·
A view from the Dharma
The early discourses describe the teaching as “inviting inspection,” something that “sensible people can know for themselves.” In one of them a young brahmin tells the Buddha that his people hold their scriptures to be the only truth. The Buddha answers with a list. There are five grounds on which people accept things: faith, personal preference, oral tradition, reasoning, and acceptance of a view after reflection. Any of the five “can be seen to turn out in two different ways.” Something accepted on full faith “may be vacuous, hollow, and false,” and something not so accepted “may be true and real.” A sensible person may therefore say, “Such is my faith,” and in doing so he preserves the truth. He may not go on to say, “This is the only truth, anything else is futile.” The Buddha calls the first the preservation of truth and distinguishes it from the awakening to truth, which requires that one examine the teacher, hear the teaching, test it, and practice it.
This is very close to Popper’s fallibilism, and it was said to a religious audience about religious claims. The parable of the blind men makes the same point. Each has touched one part of an elephant, the head, the ear, the tusk, and each insists on his own account, saying, “Such is Truth, such is not!” The Buddha comments that they “see just one part.” Honesty requires a limit to the comparison. Much of what Buddhism teaches can be checked in experience: that craving leads to distress, that attention can be trained, that generosity changes the giver. Some of it, such as rebirth and the working of karma across lives, cannot be tested by any method now available, and by Popper’s criterion it is not science. The tradition’s own answer is to hold such teachings in the way the discourse recommends. One may say “this is what I trust and why,” and one does not claim to have proved it (Dharma and Western Philosophy D18).
