A19 · Right and Wrong

Why Be Good If No One Is Watching?

A shepherd finds a ring that makes him invisible, and an official is offered gold at midnight. Plato, Hobbes, Kant, and the Doctrine of the Mean on whether a person with nothing to fear has any reason to be just.

The last two lessons asked what makes an act right. This one asks why anyone should care. If the only reasons for doing right are reward and the fear of being caught, then a person who could never be caught has no reason at all.

Why Be Good If No One Is Watching?

01Ten catties of gold

Early in the second century CE the official Yang Zhen was traveling to a new post and stopped for the night at Changyi. The magistrate of the town owed his career to him. After dark the man came to his lodging with ten catties of gold in his robe. Yang Zhen said, “Your old friend knows you. How is it that you do not know your old friend?” The magistrate answered, “It is late at night. No one will know.” Yang Zhen said, “Heaven knows, the spirits know, I know, and you know. How can you say that no one knows?” The magistrate went out ashamed. The story has been told to Chinese schoolchildren ever since. It contains an argument, and the magistrate’s half of it deserves a hearing. Of the four witnesses named, the first two cannot be produced, and the last two are the only people who stand to gain. What reason is left?

02The shepherd’s ring

Plato put the same challenge at the start of the Republic, and put it into the mouth of his own brother. Glaucon says that he does not believe what he is about to argue and wants to hear it refuted. Justice, on the common view, is a compromise. Everyone would like to wrong others freely and suffer no wrong in return. Since that is impossible, people agree to restrain themselves, and they keep the agreement because they are watched. Take away the watching and you will see what they are. A shepherd named Gyges, the story goes, found a gold ring on a corpse in a chasm opened by an earthquake. Sitting among the other shepherds, he happened to turn the setting of the ring inward and found that he had become invisible. He had himself sent to court, seduced the queen, killed the king with her help, and took the kingdom.

Now suppose there were two such rings, Glaucon says, and a just man wore one and an unjust man the other. “No man can be imagined to be of such an iron nature that he would stand fast in justice. No man would keep his hands off what was not his own when he could safely take what he liked out of the market.” The two would end by behaving alike, and this shows that no one is just willingly. He then sharpens the test. Give the unjust man a spotless reputation along with his crimes, and give the just man the reputation of a villain, so that he is whipped and tortured for his goodness. Now say which of the two is better off. To answer Glaucon, one must show that justice is worth having for itself, with every reward removed.

03Plato’s answer: health

The answer takes Plato the remaining nine books. Its core is a comparison. A soul has parts: reason, spirit, and the appetites. It is in good order when reason governs with the support of spirit, and each part does its own work. That order is what justice in a person is, and injustice is a civil war in which the appetites have seized control. “Virtue is the health and beauty and well-being of the soul, and vice is the disease and weakness and deformity of the soul.” Nobody asks why he should want to be healthy if no one is watching. Once justice is seen to be the health of the thing we live by, Socrates says, the question whether it pays “has become ridiculous.” Gyges with his ring is a man free to feed a disease. Plato describes where that road ends, in the tyrant who can have anything and is the slave of his own cravings, who trusts no one and has no friend.

Critics have long asked whether this answers the question that was put. Glaucon asked about justice in the ordinary sense, not stealing, not killing. Socrates replies about an inner harmony. It is not obvious that a man with a well-ordered soul would keep his hands off the market stalls, or that a thief could not be calm and self-controlled. The bridge between the two has to be built, and Plato builds it mostly by assertion.

04The answer from prudence

A second tradition accepts Glaucon’s account of justice as a bargain and denies that the ring exists. Hobbes imagines a “Foole” who says in his heart that there is no such thing as justice and that breaking an agreement is reasonable whenever it pays. Hobbes replies that it never reliably pays. A man who breaks faith must count on not being found out, and no one can count on that. He lives by the errors of others, and if they stop erring he is cast out of the society that keeps him alive. Modern research on cooperation says something similar in the language of games: where people deal with one another repeatedly, a reputation for honesty is the most valuable thing one can own.

The reply is sound as far as it goes, and it concedes the main point. It says that we should be just because we are always, in effect, watched. It has nothing to say to the person who really does hold the ring. Experiments suggest that such a person is not rare. When people are given a chance to cheat a little without any risk of discovery, a large number do, and they cheat less when a picture of a pair of eyes is hung on the wall.

05Watchful when alone

The Confucian classics take up the case of the unobserved person directly, and their answer begins by denying that he is unobserved. The Doctrine of the Mean says: “Nothing is more visible than what is hidden, and nothing more manifest than what is minute. Therefore the gentleman is watchful over himself when he is alone.” The Great Learning explains the paradox. The petty man, when he is by himself, stops at nothing. When he sees a gentleman he tries to cover it up, and it does him no good, because others see him “as if they saw his lungs and liver.” What is real within takes shape without. And it begins with a rule against lying to oneself: one should hate what is bad as one hates a foul smell.

Two claims are packed together here. One is a claim about character. A person is made by what he does repeatedly, and most of what anyone does is done unobserved, so the private hour is where one becomes what one publicly is. The ring would not hide Gyges from the one observer who is always present and whose opinion he must live with. This is Yang Zhen’s “I know,” and it is why Confucius says of the gentleman that if he looks within and finds nothing to be ashamed of, he has nothing to fear. The other claim is about knowledge. We are poor at hiding what we are, and a habit of small dishonesty shows in the face. The first claim is close to Plato’s. Neither Plato nor the Confucians think that the just person is paying a price in private for a public good.

06Is the question a mistake?

Kant would say that every answer so far has made the same error. Each tries to show that justice pays, in health of soul or safety or peace of mind. But a person who is honest because honesty pays is the prudent shopkeeper of the last lesson, whose acts accord with duty and have no moral worth. To ask “What do I get for being good?” is already to have left the moral point of view. The reason to give back the gold is that it is not yours. The Oxford philosopher H. A. Prichard argued in 1912 that moral philosophy had rested on this mistake since Plato: it kept trying to prove that we ought to do our duty by appeal to something else, when the obligation is seen directly or not at all.

That leaves the reader with a choice among kinds of reason. One may hold with Hobbes that the ring is a fiction and honesty is the best policy. One may hold with Plato and the Confucians that injustice damages the person who does it, whether or not anyone finds out. Or one may hold with Kant that the request for a further reason is a confusion. The question is less remote than it was. A great deal of modern life is conducted under conditions that Glaucon would have recognized: anonymous, at a distance, with little chance of being held to account. How people behave there is the old experiment, run every day on a very large scale.

Plato, Republic, Book II (359d–360c) and Book IV (444d–e) 柏拉圖《理想國》卷二、卷四 · tr. Benjamin Jowett (public domain)

Suppose now that there were two such magic rings, and the just put on one of them and the unjust the other; no man can be imagined to be of such an iron nature that he would stand fast in justice. No man would keep his hands off what was not his own when he could safely take what he liked out of the market, or go into houses and lie with any one at his pleasure, or kill or release from prison whom he would, and in all respects be like a God among men. Then the actions of the just would be as the actions of the unjust; they would both come at last to the same point.

Republic II, 360b–c

The list is carefully chosen: theft, adultery, murder, and the freeing of prisoners, which is the power over law itself. “Like a God among men” is the phrase to notice. The Greek gods did as they pleased and answered to no one, and Glaucon suggests that this is what every human being secretly wants to be. Plato wrote the speech with full force. He believed that an argument is refuted only when it has been stated at its strongest, and he gave this one to his brother.

And virtue is the health and beauty and well-being of the soul, and vice is the disease and weakness and deformity of the soul. … Again the old question returns upon us: Is justice or injustice the more profitable? The question has become ridiculous.

Republic IV, 444d–445a

Close reading · 精讀

This is the hinge of the whole Republic. Everything depends on the comparison with health. A healthy body is one in which each organ does its proper work and none usurps another’s, and Plato has spent two books arguing that a soul has parts of which the same can be said. If the comparison holds, then asking whether injustice is profitable when undetected is like asking whether a secret illness is profitable. The comparison is also where the argument is most open to doubt, since we have an independent test of bodily health and no agreed test of the health of a soul.

Objections and replies

Objection 1 · 反駁

Plenty of unjust people sleep well and die rich. Plato’s claim that injustice makes a person miserable is simply false.

Reply · 回應

Plato must admit that they feel content. His claim is that they are badly off without knowing it, as a person can be seriously ill and feel fine. That move is legitimate only if there is a standard of a good human life that does not reduce to how the life feels from inside. Most of us accept one in some cases: we think that a contented addict, or a man happily deceived by everyone around him, is missing something. Whether the calm thief belongs on that list is the point in dispute.

Objection 2 · 反駁

Conscience is only training. If I had been brought up differently I would feel no discomfort, so the discomfort is no reason.

Reply · 回應

The origin of a capacity does not settle its worth. Our ability to do arithmetic is also the product of training, and nobody concludes that sums are arbitrary. What needs to be shown is that conscience tracks nothing, and the evidence points the other way: it responds to features of acts, such as harm and betrayal, that we can state and defend. A better-aimed version of the objection is that conscience can be mistrained, which is true and is a reason to examine it.

Objection 3 · 反駁

If Kant is right that asking for a reason is a mistake, then there is nothing to say to someone who does not already care about doing right.

Reply · 回應

That may be so, and it is less damaging than it sounds. There is also nothing to say to someone who does not care about evidence that will make him believe the earth is round, and this does not make its shape a matter of taste. What can be done for the person who does not care is what Aristotle and the Confucians recommended, which is to begin earlier. People are brought to care about doing right by upbringing and example, and argument comes afterward, to those who already care and want to understand why.

Dharma and the West ·

A view from the Dharma

The Buddha names two qualities that he calls the guardians of the world: “These two bright things protect the world. What two? Conscience and prudence.” The Pali words are hiri and ottappa. Hiri is an inner sense of shame, the recoil of a person who respects himself from an act beneath him. Ottappa is a regard for consequences and for the judgment of the wise. Without the two, he says, people would live like animals. They correspond closely to two of the reasons in the exercise above, the reason from character and the reason from prudence, and the tradition holds that a sound moral life needs both.

On the ring itself the texts are blunt. “There’s no privacy in the world for someone who does bad deeds. You’ll know for yourself whether you’ve lied or told the truth.” That is Yang Zhen’s third witness. The teaching of karma then adds a claim that neither Plato nor the Confucians make in this form. An intentional act leaves a trace in the mind of the one who does it and bears fruit there, and this happens by a natural process that needs no observer and no judge. “Not in midair, nor mid-ocean, nor hiding in a mountain cleft” is there a place to escape one’s deeds. Glaucon’s experiment assumes that an act unseen is an act without consequences for the agent. The Buddha’s reply is that the agent is where the consequences fall (Dharma and the West, D17).

慚hiri / hrīconscience, moral shame
愧ottappa / apatrāpyaprudence, moral dread
護世法lokapāla-dhammathe guardians of the world
業果kamma-vipāka / karma-vipākathe result of action
