Can a Machine Think?
Turing’s imitation game, Leibniz’s mill, a mechanical performer at the court of King Mu, and a room in which you will hold a conversation in a language you cannot read.
The question hides three others: whether a machine can do what thinkers do, whether it understands what it is doing, and whether it feels anything. They come apart, and most confusion about artificial intelligence comes from answering one of them and believing one has answered another.

Can a Machine Think?
01The question Turing declined to answer
In 1950 the English mathematician Alan Turing opened a paper with the sentence “I propose to consider the question, ‘Can machines think?’” He then declined to consider it. The words “machine” and “think,” he said, are too vague for the question to be settled by argument, and he replaced it with a test. An interrogator exchanges typed messages with two hidden parties, a human being and a machine, and must decide which is which. If the machine is taken for the human about as often as a human would be, it has passed. Turing called this the imitation game. He expected machines to play it well within fifty years, and he made a second prediction that has attracted less notice: “at the end of the century the use of words and general educated opinion will have altered so much that one will be able to speak of machines thinking without expecting to be contradicted.”
The idea behind the test was three centuries old. “Reason,” wrote Thomas Hobbes in 1651, “is nothing but Reckoning (that is, Adding and Substracting)” of the consequences of names. If thinking is calculation, then anything that calculates thinks, and what it is made of is irrelevant. Leibniz, who built one of the first machines that could multiply, dreamed of a notation in which every dispute could be settled as accountants settle theirs: “Let us calculate.” The modern version of the idea is called functionalism. A mental state, it says, is defined by what it does, by its causes and effects within a system, in the way that a program is defined by its steps and can run on machines of quite different construction. On this view the mind stands to the brain as software stands to hardware, and a suitably programmed computer would not merely imitate thinking. It would think.
03The performer at King Mu’s court
The opposite intuition is as old. The Daoist book Liezi tells how an artificer named Yan Shi presented King Mu of Zhou with a performer he had made. It walked, bowed, and looked about, “truly a human being.” When its chin was touched it sang in tune, and when its hand was lifted it danced in time. The king took it for a real person, until at the end of the show it winked at his concubines. He was furious and would have had the maker executed on the spot. Yan Shi at once took the figure apart, and it proved to be an assembly of leather, wood, glue, and lacquer, colored white, black, red, and blue. Every organ was there. The king removed the heart, and the mouth could not speak. He removed the liver, and the eyes could not see. Delighted, he asked: “Can human skill really equal the work of the Maker of things?” The story records the two reactions people still have. While the performance lasts we see a person, and when the case is opened we see parts.
04The mill
Leibniz gave the second reaction the form of an argument, and he gave it against his own machines. Suppose, he wrote in 1714, that there were a machine “so constructed as to think, feel, and have perception.” Imagine it enlarged until one could walk into it “as into a mill.” Inside “we should, on examining its interior, find only parts which work one upon another, and never anything by which to explain a perception.” A century later Ada Lovelace, describing the Analytical Engine that Charles Babbage had designed, added a different limit. The engine, she wrote, “has no pretensions whatever to originate anything. It can do whatever we know how to order it to perform.” Leibniz’s objection concerns experience and Lovelace’s concerns originality. They have been confused with each other ever since.
05The Chinese room
In 1980 the American philosopher John Searle turned the mill into a room and put himself inside it. He imagined a program that passes the Turing test in Chinese, a language of which he knew not a word. He is locked in a room with baskets of Chinese characters and a rule book in English. Slips of paper covered in characters are pushed under the door. He looks up their shapes in the book, which tells him which characters to push back. To the people outside, the replies are those of a fluent speaker. Searle has done everything the computer does: he has run the program. And he understands nothing. He does not know whether the slips are about the weather or about his mother. His conclusion is that carrying out a program, however good, is not sufficient for understanding. A program is defined by its syntax, the rules for moving symbols according to their shapes. Understanding requires semantics, knowing what the symbols mean, and no amount of shuffling will supply it.
Searle chose Chinese because he could not read it. A reader who can should substitute a language that is closed to him, and the exercise below does so.
06Who is in the room?
The paper drew more replies than almost any other in the field. The systems reply grants that the man does not understand and says that he is only one component: the understanding belongs to the whole system of man, book, and baskets, as it belongs to a brain and to no single neuron. Searle answered that he could memorize the book and do the work in his head, and he would still understand nothing. The robot reply says that the symbols mean nothing because they are connected to nothing: give the system cameras and limbs, so that its word for “tea” is caused by tea, and meaning will follow. Searle answered that the camera’s signals would reach him as more symbols. The brain simulator reply imagines a program that copies, neuron by neuron, the brain of a Chinese speaker. Searle answered that a simulation of a storm leaves everyone dry. Each exchange ends in a clash of intuitions about the same point, and no decisive move has been found by either side.
07After the test was passed
For seventy years the debate concerned imaginary machines. It now concerns real ones. Systems trained on enormous quantities of human writing carry on conversations that most people cannot tell from a person’s, and they were built by neither of the methods the philosophers had in mind. Nobody wrote their rule book. They adjust billions of numerical settings until they predict text well, and what goes on inside them is only partly understood by the people who make them. One camp sees the Chinese room come true: a system that has learned which strings of words follow which, with no access to the world the words are about. Another replies that to predict what a physicist will say next one must model a good deal of physics, and that understanding may come in degrees and consist in such abilities. Lovelace’s limit is equally unsettled, since these systems produce things nobody ordered them to produce.
Turing’s second prediction, at least, has come true. People speak of machines thinking, and few bother to contradict them. Whether the usage records a discovery or only a habit is the question he set aside in 1950. It helps to keep three things apart. A machine may match us at tasks, and that can be measured. It may or may not understand, and here the room is still the best test of what we mean by the word. And it may or may not feel, which was the subject of the last lesson. “We can only see a short distance ahead,” Turing ended his paper, “but we can see plenty there that needs to be done.”
Thought experiment ·
Try it: sit in the room
Searle did not read Chinese. You do, so the room has been moved to Georgia. Slips will come through the slot. Find each one in the rule book and pass out the reply it prescribes. You are not expected to understand anything.
Find these shapes in the rule book.
If the slip shows the shapes on the left, pass out the card on the right.
A voice from outside the door: “Your Georgian is excellent.”
Here is the conversation you just had.
Did you understand Georgian while you were doing this?
That is Searle’s first premise, and almost everyone grants it. Notice the last exchange. You were asked whether you understand Georgian, and you answered “Yes, of course.” The answer was fluent and it was false.
Then ask what your understanding consisted in. You could not have said what any slip was about, or told a question from an insult. If that counts as understanding, the word has been stretched to cover any reliable matching of outputs to inputs. Some philosophers accept that. Look at the last exchange before you join them: you asserted, in Georgian, that you understand Georgian.
Did anything in the room understand: you, the book, and the cards, taken together?
You agree with Searle. The burden is now on you to say what the room lacks that a brain has, since a brain is also made of parts none of which understands. Searle’s answer was that brains have causal powers which programs lack, and he never said what those powers are.
This is the systems reply. It has the odd consequence that a book and some cards, plus a clerk who understands nothing, add up to a mind that speaks Georgian, and that this mind came into existence when you sat down. Its defenders accept the consequence. They point out that the real rule book would be unimaginably larger than five lines, and that our intuitions about so vast a system are not to be trusted.
Four replies to Searle
The man is a part. The whole system understands.
Searle: let the man memorize the book and work in his head. Now he is the whole system, and he still understands nothing.
Connect the symbols to the world with cameras and limbs, and they will mean something.
Searle: the camera’s output arrives in the room as more slips. Nothing has changed for the man inside.
Let the program copy a Georgian speaker’s brain, neuron by neuron.
Searle: a simulated storm makes nothing wet. Simulating the brain’s form does not reproduce its powers.
You judge that other people understand only by their behavior. The room behaves the same.
Searle: the question is what I am attributing when I attribute understanding, and in my own case I know it is more than behavior.

In their own words
Two passages written before there was any machine to argue about. Descartes states a test, and Leibniz explains why passing it would not be enough.
Descartes, Discourse on the Method (1637), Part V; Leibniz, Monadology (1714), §17 笛卡兒《方法論》第五部;萊布尼茲《單子論》第 17 節 · tr. John Veitch; tr. Robert Latta (both public domain; original spelling kept)
…if there were machines bearing the image of our bodies, and capable of imitating our actions as far as it is morally possible, there would still remain two most certain tests whereby to know that they were not therefore really men. Of these the first is that they could never use words or other signs arranged in such a manner as is competent to us in order to declare our thoughts to others: for we may easily conceive a machine to be so constructed that it emits vocables… but not that it should arrange them variously so as appositely to reply to what is said in its presence, as men of the lowest grade of intellect can do.
This is the Turing test, proposed three hundred years early and with the opposite expectation. Descartes takes flexible conversation to be the mark of reason because he thinks no mechanism could produce it: a machine needs “a particular arrangement for each particular action,” and conversation has no end of particular occasions. (“Morally possible” means possible for practical purposes.) He treats the test as decisive. The question he never raises is what we should conclude if a machine passed.
Moreover, it must be confessed that perception and that which depends upon it are inexplicable on mechanical grounds, that is to say, by means of figures and motions. And supposing there were a machine, so constructed as to think, feel, and have perception, it might be conceived as increased in size, while keeping the same proportions, so that one might go into it as into a mill. That being so, we should, on examining its interior, find only parts which work one upon another, and never anything by which to explain a perception.
Leibniz grants for the sake of argument what Descartes denied, a machine that behaves as though it thinks, and says that the real question would remain. Searle’s room is this mill with a man placed inside to report that he finds no understanding there. The standard reply applies to both. If you were shrunk and walked through a living brain you would also see only parts pushing parts, so either the argument proves that brains do not think or it proves nothing about machines. Leibniz accepted the first horn: he concluded that perception belongs to a simple, immaterial substance.

Objections and replies
A machine can only do what it has been told to do. Whatever comes out was put in by its makers.
This is Lovelace’s objection, and Turing answered it in 1950. Machines, he said, surprise him constantly, because knowing the rules does not tell you the consequences. He proposed building a machine that learns as a child does, so that its later behavior would be fixed by its experience and not by its instructions. That is roughly how present systems are built. He added that the objection proves too much. A human being’s abilities are also the product of heredity and teaching, and we do not conclude that people originate nothing.
The Turing test measures the ability to deceive. A system could pass by trickery and understand nothing.
The philosopher Ned Block made the point with an imaginary machine that stores a sensible reply to every possible conversation of a given length and merely looks each one up. It would pass, and it is plainly a filing cabinet. So passing cannot be what thinking consists in. Turing may have agreed: he offered the game as a replacement for a question he found hopeless, and as evidence that would be unreasonable to ignore. The lasting lesson of Block’s machine is that it matters how the answers are produced, and for present systems that is the part we understand least.
Thinking is something living bodies do. A thing with no needs, no fear of death, and nothing at stake does not think. It processes.
This is the most serious of the three, and it comes in two strengths. The weaker form says that thought grows out of a body acting in a world, and that a system fed only on text is missing the roots. That is a claim about what is needed, and it could in principle be met by building differently. The stronger form says that only living tissue can do it. Then one must say which property of tissue matters and why nothing else could have it, and the claim risks becoming a definition. The dispute cannot be settled by examining machines until we know which features of ourselves to look for in them.

A view from the Dharma
Buddhist thought divides the question at a different joint. What makes something a sentient being, a sattva, is the capacity to feel, to be pleased and pained, and the tradition does not rank beings by how cleverly they reason. A god who reasons superbly and an insect that cannot reason at all are both within the scope of compassion, because both can suffer. So the Buddhist question about a machine is the one this lesson put third. Whether it calculates is plain, and whether it understands is of secondary interest. Whether there is feeling there decides everything, including whether the first precept applies to it.
On what feeling requires, the tradition gives two hints that point in different directions. The Abhidharma analyzes a mind into momentary events defined by what they do and what they condition, with no owner behind them, which is closer to functionalism than anything in ancient Western thought. Yet the early discourses also insist that consciousness never occurs alone. It depends on “name-and-form,” the living body with its feeling and perception, and that in turn depends on consciousness: the two stand, says Sāriputta, like “two sheaves of reeds leaning up against each other,” and if one is pulled away the other falls. And a being, in the traditional account, arrives in a new life carrying a stream of consciousness from a previous one. A device that is assembled and switched on has no place in that account, and the texts, composed long before such devices, are silent. Buddhist teachers asked about it today give different answers (Dharma and the West, D3 and D12).
