One invented map, the same voters, three ways to draw the lines, and three different results.
一張虛構的地圖、同樣的選民、三種畫線的方式,得到三種不同的結果。
After every census, states redraw the boundaries of their House districts. The Constitution leaves the method mostly to the states, courts require districts of nearly equal population, and where the lines fall can change who wins, even when every vote is counted the same way.
每次人口普查之後,各州都要重劃眾議院的選區界線。憲法大致把方法交給各州,法院要求各選區人口大致相等;而線畫在哪裡,即使每一票都照同樣的方式計算,也可能改變誰會贏。
3D Model · 3D 模型
The map is invented. Every square has the same number of people, and its color shows which of two invented groups the voters there belong to; to keep it simple, each square is all one group. Orange squares also carry stripes, so the two groups can be told apart without color. The colors were chosen to avoid the red and blue that American news uses for the two parties. Choose a way to divide the map into eight districts of equal population. White walls mark the boundaries, and a pillar in each district takes the color of the group that wins it; the labels give each district's vote in squares, green first.

A simplified diagram, not a real place. Real districts follow streets, rivers, and town lines, contain hundreds of thousands of people, and are drawn under state and federal law. Real voters are not sorted neatly into two groups, and how they vote can change from one election to the next.

Every ten years the census counts the people, and the 435 House seats are divided among the states. Then comes a second step, redistricting: each state with more than one seat redraws the boundaries of its districts so that they match the new population. After the 2020 census, the apportionment counts were released on April 26, 2021, and the detailed data that states use to draw districts were first released on August 12, 2021. Six states had only one seat, so the whole state is a single district. The other forty-four had lines to draw.
The Constitution says nothing about districts. It says that the “Times, Places and Manner” of electing representatives shall be set by each state's legislature, but that Congress may change those rules by law. Congress has used that power at times. An 1842 law required districts of contiguous territory, later laws added equal population and compactness, and those standards lapsed in 1929. Since a law of 1967, every state with more than one representative must elect them from single-member districts, one representative for each district, instead of electing several statewide.
Who draws the lines depends on the state. According to the Congressional Research Service, in the redistricting that followed the 2020 census, 33 states gave the job to their state legislatures, where in most cases the governor can veto the plan like any other bill. In 11 states, a redistricting commission was primarily responsible. In six of the legislature states, a commission also gave advice. Commissions differ: some include members of the public chosen by methods meant to be nonpartisan or bipartisan, while others include officials or political appointees.
For much of American history, district populations could differ widely. Tennessee, for example, had not reapportioned its legislature since a 1901 law. In 1962, in Baker v. Carr, the Supreme Court held that federal courts could hear claims that unequal districts denied the equal protection of the laws. Two years later, in Wesberry v. Sanders, it held that congressional districts within a state must be drawn so that “as nearly as is practicable one man's vote in a congressional election is to be worth as much as another's.” Reynolds v. Sims applied a similar rule to state legislatures.
The word for drawing lines to favor one side is older than most of these rules. In 1812, Massachusetts redrew its state senate districts, and Governor Elbridge Gerry signed the plan, although, according to the Library of Congress, he found it “highly disagreeable.” The word “Gerry-mander” first appeared in the Boston Gazette on March 26, 1812. One district in Essex County had such a twisted shape that cartoons drew it as a winged dragon. The best-known cartoon was drawn by Elkanah Tisdale; who first coined the word has never been identified.
The Congressional Research Service describes gerrymandering as redistricting “intended to unfairly favor one group's interests over another's,” and names two common techniques. Packing concentrates voters who are expected to vote alike into a few districts, where they win by far more than they need. Cracking spreads them across many districts, so that they fall short of a majority in each. The model above uses invented voters to show the arithmetic: with the same voters and districts of equal population, three ways of drawing the lines produce results of 5 to 3, 8 to 0, and 4 to 4.
Boundary lines have also been drawn to shut people out of voting because of their race, according to claims the courts have heard. In 1957, Alabama's legislature redrew the boundaries of the city of Tuskegee into what the Supreme Court described as “an uncouth twenty-eight-sided figure.” According to the complaint, the change removed all but four or five of the city's 400 Black voters and not a single white voter. In Gomillion v. Lightfoot in 1960, the Court held that such a claim could proceed under the Fifteenth Amendment. Five years later, the Voting Rights Act of 1965 barred voting practices that deny or abridge the right to vote on account of race or color.
Beyond equal population and the Voting Rights Act, many states add their own rules. CRS reported in 2026 that 29 states require congressional districts to be compact and 33 have language requiring them to be contiguous; many also ask mapmakers to respect county and city lines or communities of interest. These goals can pull against each other, and none of them guarantees a particular result. The model's neat boxes are compact and contiguous, yet they give a group with most of the voters only half of the seats. Who should draw the lines is the question in the design debate below.

Why does the Constitution's silence about districts matter for how redistricting works today?
In the model, the neat boxes are compact and contiguous but give a majority group only half the seats. What does that suggest about using shape rules alone to judge a map?
Why might the Supreme Court have treated unequal district populations as a question of equal protection?
